About UNHCR
Planning, funding and results
How UNHCR plans its work, how it is funded and how it measures results.
Planning
UNHCR plans in multi-year strategies and sets out yearly needs in its Global Appeal. Country operations build their plans together with refugees, host communities, governments and partners.
Funding
UNHCR is funded overwhelmingly by voluntary contributions from governments, the European Union, private donors, companies and individuals. A small subsidy from the United Nations regular budget covers part of administrative costs.
- Contributions can be flexible, which lets UNHCR respond where needs are greatest, or earmarked for a specific operation.
- Private-sector and individual giving is a growing part of income.
- Funding needs usually exceed what is received, so priorities have to be set.
Results
UNHCR reports on its results each year, including in the Global Report. Data and publications are collected on the data and publications page.
