About UNHCR

Governance and oversight

UNHCR is accountable to the United Nations General Assembly and to its member states.

Governance

  • The General Assembly of the United Nations created UNHCR and sets its mandate. The High Commissioner reports to it through the Economic and Social Council.
  • The Executive Committee (ExCom) of the High Commissioner’s Programme approves programmes and budgets and advises on protection.
  • The High Commissioner is elected by the General Assembly and leads the organization.

Oversight and accountability

  • An Inspector General’s Office investigates allegations of misconduct.
  • An Independent Audit and Oversight Committee advises on risk, audit and internal control.
  • An Evaluation Service assesses the results of UNHCR operations.
  • External audit is carried out by the United Nations Board of Auditors.
